In the process of equivalence of certificates obtained from universities abroad, articles relating to the recognition of institutions and programs of higher education are taken into account in the executive regulations for the recognition of certificates of higher education abroad and the equation, which are prepared on the basis of the Law on Higher Education No. 2547. To recognize the institution of higher education, According to Article 5 (1) / b of the relevant regulations, “The country must be legally recognized by the country of origin and the country in which it operates, depending on the institution of higher education.”
It is understood that some of the so-called foreign universities have opened for them alleged branches and branches and have given the graduates diplomas. Some universities with branches in the Middle East and Balkan countries have opened branches in apartments as the campus in some major centers such as Gaziantep, Mersin, Antakya, Urfa, Bursa, Istanbul, Ankara, "under the name of the offices that run them in a way Unofficially in the apartments of the alleged university branches, students gathered on social media.
These structures that have no legal basis for founding and operating should not be respected, they do not have a formal status and are not compatible with any principles of education and have no official status.
It is understood that the so-called university education is provided to refugees in our country in a short time and without relying on the quality and quality required in higher education, in apartments or distance education, without providing the necessary academic and professional achievements, and students are graduated with original certificates.
In order to protect the developed higher education system in our country and its quality from these damaging effects, it is presented to the public with regard to knowing that the certificates obtained from higher education institutions at the university in another country, which is not recognized in Turkey, and all certificates issued by these entities are rejected as per the applicable regulations.
